See, Sync's moms was infected by this alien species who can affect Mobian technology she was monitoring (she's a researcher), that's why his eyes are normally crimson and why he can manipulate electronics and such, blah blah blah exposition
and seeing as Sy received damn near full exposure to the energy, he's got a pretty good grip on the workings, although he can't actually put it to much use in anything other than small crap like fixing a malfunctioning toaster
that is, unless you've successfully managed to piss this suspect stoner off or stress him out past the limits of any person's sanity
then, well, you get overdrive state where he can basically make the security of Fort Knox implode in twenty minutes tops
